Article 2 China Heavy Machinery Industry Association ("CHMIA") is a national trade organization engaged in the production, research and development, design, forming a complete set and education of such heavy machinery as metallurgical mangle machinery, mining machinery, lifting and transport machinery, heavy forging and pressing machinery, and large casting and forging industry. It is a multi-area and multi-department national mass organization with a judicial legal person status. CHMIA shall handle every matter under the principles of equality, mutual benefit and democratic consultation. Article 3 The purpose of CHMIA is to abide by the Constitution, laws, regulations and policies of the State, conform to social morality, maintain the interests of heavy machinery industry and CHMIA members and promote their continuous development. CHMIA shall undertake the various kinds of tasks entrusted by the Government, convey members' opinions, wishes and requirements to the Government and play a positive role of bridge and ties between the Government and CHMIA members. CHMIA shall provide active services to its members, to the heavy machinery industry and to the Government in order to meet the requirement of socialist market economic system. Article 4 CHMIA shall accept the business direction, supervision and administration of Ministry of Foreign Trade and Economic Cooperation ("MOFTEC")---the competent ministry in charge of heavy machinery industry, and Ministry of Civil Affairs---the registration department of the State.
