| Article 6 The business scope of CHMIA is: 1. In accordance with the continuous development of market economy, push and promote the restructuring of heavy machinery industry and its enterprises, push and promote the expansion of the horizontal collaboration (or ties) of procurement of supplies, production, marketing and technical development, and further organize cooperation so as to promote the development of heavy machinery industry and its enterprises. 2. Make an all-round investigation of the situation of heavy machinery industry and release information in connection with it; Make research on the development orientation of heavy machinery industry and its strategic objectives to be used as reference for heavy machinery industry and its enterprises in their planning for development; Accept the appointment of MOFTEC to draft the development plan of heavy machinery industry of China. 3. Organize formulating and amending unified standard of enterprises of heavy machinery industry. Assist the competent Government Department to draft, formulate and amend the National standard and enterprise standard of heavy machinery industry and organize members to put them into practice. 4. Communicate the relevant policies, laws and regulations of the State to members and organize them to implement them. Put forward proposals with respect to the formulation of the technical and economic policies and regulations in connection with the development of heavy machinery industry. Assert and maintain the lawful interest of members and convey their opinions and requirements to the competent department of the Government. 5. Set up a technical and information network of heavy machinery industry. Strengthen statistics work of heavy machinery industry, collect, sort out, analyze, study and exchange information on the economic and technical index of enterprises and their development situation. At the same time, collect and sort out relevant technical and economic information both at home and abroad in order to learn about the situation in time on the domestic and international market in connection with the relevant products, the development trends of science, technology and economy, engage in market analysis and forecast in order to provide basic materials for the Government to formulate heavy machinery industry policies and provide information service for the policy decision of the enterprises. 6. Assist the Government to mediate internal and external relations of heavy machinery industry, quicken the steps of enterprise restructuring, reorganization, merger and consolidation and push the reasonable adjustment of structure of heavy machinery industry. 7. Carry out investigation and exchange of information on prices, taxes, capital, loans, etc. of heavy machinery industry to be used by enterprises in formulating their marketing strategy and to be used as proposals to the Government for its consideration in adjusting policies. Collect, sort out, analyze and release information on prices and taxes of heavy machinery industry, on the basis of which, carry out, within the industry, the work of bidding, coordination of prices, protection of prices, limiting output, and sales promotion in order to protect fair competition and safeguard the lawful interests of enterprises. 8. Organize technical exchanges, carry out technical consulting, jointly research and develop products, popularize and disseminate scientific and technical achievements. Accept the appointment of the Government to organize examination and appraisal of scientific and technological achievements, carry out preliminary investigation of the advanced, economic and feasible features of the joint investment and cooperation, technical transformation, and technical development projects within the heavy machinery industry and provide suggestions; offer advice on customer's procurement and on project invitation of tender for the purpose of promoting the technical progress of heavy machinery industry. 9. Promote economic and technical cooperation and exchange with foreign counterparts of heavy machinery industry. Coordinate the export of the domestic industry, seek unity of export position of member enterprises, summarize and exchange export experiences, and increase competitive power of the products of heavy machinery industry on the international market. 10. Collect and feed back information of product quality of heavy machinery industry and organize competition of product quality so as to improve product quality in the heavy machinery industry. Examine and compare heavy machinery industrial products, and select the qualified ones and reject the disqualified ones. Make promises on product quality and live up to them. Assist the Government to have quality control and investigation, outlaw products without certificate, have diagnosis on product quality and offer consulting. Accept the appointment of the Government to issue permit for product production of the heavy machinery industry and engage in product quality inspection and testing. 11. Summarize and exchange experiences in connection with enterprise reform and management and engage in management consulting for the purpose of promoting the modern management of enterprises. 12. Offer consulting services in connection with environmental protection, safety in production, increase in revenues and reduction in expenditures, energy conservation and reduction of materials consumption, etc. Organize experience exchange for the purpose of increasing the economic benefits of the enterprises. 13. Organize and hold national exhibitions (fairs) and international fairs of the heavy machinery industry, assist relevant enterprises to hold exhibition outside China and invite outside enterprises to hold exhibitions in China. Offer consulting services to enterprises and act as their go-between, expand market and open more trade channels for them. 14. In accordance with the development requirement of heavy machinery industry, organize training for the workers and staff and engage in the exchange of talented people and skilled workers. Carry on investigation on the quality of workers and staff, labor management and distribution system and put forward proposals on the reform of labor and wage and salary system and on strengthening the building of labor forces. 15. Set up active relations with the industry's relevant organizations (such as associations, chamber of commerce, authentication/identification committee, product quality control association, enterprise association, etc.) and have close cooperation with them. 16. Edit and publish, newspapers, magazines, books and reference materials. 17. Organize formulating rules and regulations of the heavy machinery industry. 18. Undertake to deal with any other matters appointed by the Government.
