| Article 30 The Economic Resource of CHMIA come from: 1. The membership dues paid by each member of CHMIA. 2. Revenues from the various activities and services held and offered by CHMIA in the business scope approved by higher authorities. 3. Government subsidies. 4. Organization and individual subsidies. 5. Donation, contribution, bank interest and other lawful income. Article 31 The amount of membership dues paid shall be determined according to the standard fixed by the Ministry of Civil Affairs. Membership dues shall be collected by the sub associations of specialized industries and 30% of the membership dues collected shall be paid to the Secretariat of CHMIA. Article 32 Uses of the Funds of CHMIA: 1. Business expenditure of CHMIA, including administrative charges of meetings, subsidies to lectures, etc. 2. Spending on publications, edited reference materials, professional books ordered, magazines and reference materials. 3. Wages, salaries and allowances of workers employed by CHMIA and office expenditures. 4. Commendation and reward fees to organizations and individuals that have made great contribution to CHMIA. 5. Other necessary expenditures. The funds of CHMIA must be used for the businesses within the scope prescribed by the Articles of Association of CHMIA and the development of the CHMIA business. They cannot be distributed among the members. The Chairmen of the Executive Councils at all levels must check and supervise the use of the funds and be responsible for the members. Article 33 CHMIA shall set up a rigid financial management system to ensure the legitimacy, truthfulness, accuracy and completeness of the accounting data. Article 34 CHMIA shall employ registered accountant with qualification. The accountant cannot act concurrently as the cashier. The accounting personnel must do checking and examination and carry out accounting supervision and control. When the accounting personnel change work or quit the job, they must go through the handing over procedures with the incoming accounting personnel. Article 35 The management of assets of CHMIA must follow the financial management system of the State, and accept the checking and supervision of the Representative Conference of the Members and financial department of the Government. If the resources of assets come from State financial allocation or social donation and contribution, they must accept the supervision of the Auditing Authorities and the auditing results shall be published to the public in a certain way. Article 36 Before the expiration of the term of the Executive Council of CHMIA or before the change of the legal representatives of CHMIA, it must accept the financial auditing of Ministry of Civil Affairs and MOFTEC. Article 37 No unit or individual may embezzle, divide privately and misappropriate the assets of CHMIA. Article 38 The salary, insurance, and
benefit and social welfare of the full time working staff of CHMIA shall
follow the standard of the State institutional organizations. |
